Anthropic CEO Dario Amodei opposes a ban on open-weight AI models, highlighting risks tied to authoritarian misuse and U.S.-China competition.





Anthropic CEO Dario Amodei has taken a firm stance against banning open-weight AI models, directly addressing speculation that his company might favor such restrictions to shield its position in the industry. “Anthropic has never advocated for a ban on open-weights models,” Amodei said in a statement published on July 27, 2026. This comes as U.S. officials consider limiting domestic use of open-weight AI models from China, citing national security concerns.

Open-weight models, which include publicly accessible trained parameters, allow developers to operate AI systems independently of centralized APIs. They are widely seen as a tool for fostering innovation and competition. A recent industry letter supporting open-weight AI—signed by Nvidia, Microsoft, and more than two dozen other companies—underscores the strategic importance of this technology.

Amodei, however, warned that while open-weight models offer benefits, they also pose risks if misused. “The most dangerous model may be one trained in secret and handed to authoritarian regimes like the Chinese Communist Party (CCP),” he said, referencing his earlier essay, The Adolescence of Technology. His primary concern is that such models could bolster military and surveillance capabilities, granting regimes like the CCP significant global leverage. He also noted the risks of powerful AI being exploited for cyberattacks or bioweapons.

Despite these concerns, Amodei argued that banning open-weight models would fail to address the core issues. “Bad actors are unlikely to be legitimate U.S. businesses,” he said, suggesting that such measures would do little more than reduce competition within the U.S. market. Instead, Amodei laid out a three-point strategy to manage AI risks:

  • Restricting advanced chips to China: Amodei supports export controls on powerful chips, arguing that limiting China’s access to such hardware is the most effective way to prevent the development of superior AI models.
  • Cracking down on distillation operations: He called for stricter measures against industrial-scale distillation, a technique that allows models to be improved with lower compute costs, circumventing chip bans.
  • Mandatory safety testing: Amodei advocated for rigorous pre-release safety testing of all capable AI models, open or closed, to assess risks such as cyber vulnerabilities and alignment issues.

Amodei’s position aligns with recent findings on the growing capabilities of open-weight AI. A July 19 report revealed that top open-weight models now match the performance of frontier closed systems from just a few months prior. This narrowing performance gap has fueled enterprise adoption, with open-weight models accounting for 29% of AI gateway production in June 2026.

Still, Amodei expressed skepticism about blanket claims in favor of openness. He highlighted scenarios where open-weight models could pose asymmetric risks, such as enabling the rapid development of bioweapons. “Questions like this should be empirically answered by rigorous pre-release testing, not assumed in advance,” he said.

The debate over open-weight AI’s role in U.S.-China competition remains highly contested. While industry leaders champion openness as a pathway to innovation and sovereignty, experts caution that unrestricted access to powerful AI capabilities creates new challenges for governance and security. As policymakers weigh potential regulations, Amodei’s nuanced position reflects the complexity of balancing innovation with risk mitigation.
