OFAC sanctions Hamas-linked operatives and freezes $38.6M in TRON wallets, highlighting regional OTC desks’ role in terror financing.





The U.S. Treasury Department’s Office of Foreign Assets Control (OFAC) has sanctioned Zaid Issam Ahmed al-Jebouri and two associates for their roles in a Hamas-linked financial network. The action, announced on July 23, 2026, also designates seven TRON (TRX) cryptocurrency addresses that have received approximately $38.6 million in digital assets.

Al-Jebouri, an Iraqi national operating out of Istanbul, allegedly ran the financial network through El-Kahira for General Trading, a Turkey-based over-the-counter (OTC) exchange office. The network has been linked to Hamas financing activities, with funds reportedly moving through Gaza-based money service businesses and other OTC desks in the UAE. Israel’s National Bureau for Counter Terror Financing (NBCTF) had previously flagged El-Kahira in a January 2026 seizure order.

TRON Wallets Under Scrutiny

On-chain analysis revealed significant interactions between the designated TRON wallets and other addresses flagged in the NBCTF’s earlier investigations. The wallets, which have collectively handled $38.6 million, played a pivotal role in moving funds to and from unlicensed OTC exchanges. These transactions underline the growing use of cryptocurrencies in complex terror financing schemes, leveraging decentralized networks to obscure fund flows.

Al-Jebouri’s wallet reportedly sent funds to various entities, including a Gaza-based money service business listed as an OFAC Specially Designated National (SDN) and a UAE-based OTC desk. Funds also flowed to mainstream cryptocurrency exchanges, further complicating compliance efforts for financial institutions.

Compliance Implications

This designation highlights the challenges posed by small, informal OTC cryptocurrency desks in regions with weak regulatory oversight. Such entities often act as critical nodes in financing networks, facilitating the movement of funds outside traditional banking channels. For compliance teams, this underscores the need for robust on-chain monitoring and collaboration with blockchain analytics firms to identify high-risk wallets and transactions.

Chainalysis, a blockchain analytics provider, has already labeled the sanctioned TRON addresses in its compliance tools to aid exchanges and financial institutions in mitigating exposure to illicit activity.

OFAC’s Broader Strategy

OFAC’s move is part of a broader effort to disrupt terrorist financing networks globally. Recent actions include sanctions targeting Iran’s shadow banking system on May 19, 2026, and measures against ISIS financial facilitators announced on June 16, 2026. The agency also collaborated with the Terrorist Financing Targeting Center (TFTC) on June 30, 2026, to sanction Hizballah-linked financial institutions.

This latest action exemplifies OFAC’s strategy of leveraging financial sanctions to cut off terrorist organizations from the global financial system. By targeting individual operators and their associated cryptocurrency wallets, OFAC aims to deter the use of digital assets in terror financing schemes.

Financial institutions and cryptocurrency exchanges must remain vigilant, particularly in jurisdictions with limited compliance enforcement. Enhanced blockchain monitoring tools and closer collaboration with regulatory bodies will be critical in addressing these evolving threats.

The sanctions serve as a reminder that while cryptocurrencies offer significant benefits, they also carry risks that require proactive management. With the TRON wallets now flagged, compliance teams should review their exposure and update screening protocols accordingly.
