ElevenLabs partners with the UK Government to enhance public service accessibility using voice AI, doubling its London operations in 2026.
ElevenLabs, the voice AI startup recently valued at $11 billion, has signed a Memorandum of Understanding (MOU) with the UK Government’s Department for Science, Innovation and Technology (DSIT) to integrate voice AI technology into public services. The collaboration aims to improve accessibility for underserved populations while expanding ElevenLabs’ footprint in the UK.
The agreement focuses on three key areas: enhancing public service accessibility, advancing AI security research, and building AI talent within the UK. One immediate goal is making government services more inclusive for groups such as the visually impaired, elderly citizens, and linguistically diverse communities, including those who speak Welsh. Another effort will explore the public’s ability to detect and interact with AI-generated voices, addressing transparency—a critical issue amid rising scrutiny of voice cloning technology.
“Voice AI could make a real difference to how people access public services, whether that’s helping someone with a visual impairment listen to information or supporting people with low literacy to understand it more easily,” said AI Minister Kanishka Narayan. “Done right, this technology will make a real difference to how people get the help and opportunities they need.”
Doubling Down on UK Operations
ElevenLabs is using its government partnership as a springboard to deepen its UK presence. The company is tripling its office space in London and doubling its headcount to 200 employees this year, spanning research, engineering, and sales roles. This marks a significant expansion for a company that raised $500 million in February 2026 from investors like Sequoia Capital, BlackRock, and actor Jamie Foxx.
Beyond public services, ElevenLabs supports several UK businesses. Notable clients include Revolut, which uses AI voice agents for multilingual customer interactions, and Deliveroo, which employs the technology to streamline rider onboarding. Field CTO Alex Holt emphasized the UK’s potential to lead in AI integration, stating, “The UK has the engineering talent, enterprise ambition, and government commitment to lead the way.”
Building Voice AI for Public Good
ElevenLabs’ work extends beyond government partnerships. In healthcare, the company collaborates with UK organizations like the Motor Neurone Disease Association to provide free voice AI technology for patients with voice loss. Educational initiatives include offering APIs to academics at institutions such as University College London and the University of Oxford to integrate voice AI into teaching and research.
Internationally, ElevenLabs has been deploying voice AI in public services in markets like Ukraine, Greece, and the Czech Republic, addressing needs ranging from wartime hotline support to preserving endangered dialects. The UK MOU builds on this momentum, underscoring ElevenLabs’ ambition to position voice AI as a transformative tool in public life.
Background and Market Context
Founded in 2022, ElevenLabs initially gained traction with AI dubbing for films and audiobooks but quickly expanded its product offerings. By early 2026, the company had surpassed $330 million in annual recurring revenue, with projections reaching $450–500 million. Its rapid valuation growth—from $3.3 billion in 2025 to $11 billion in 2026—highlights its commercial adoption, despite ongoing regulatory scrutiny over voice cloning risks.
As ElevenLabs scales its London operations, its partnership with the UK Government could serve as a proving ground for voice AI’s broader societal impact. The success of this initiative may influence how other governments and enterprises deploy similar technologies globally.
