$16B Claim and What to Do

The US Treasury dropped a bomb on Friday. FinCEN issued an order that cuts MEXC Global off from the US financial system. Treasury says the exchange facilitated at least $16 billion in illicit transactions between May 2021 and May 2026. Those funds were tied to Iranian, North Korean and Russian sanctions evasion, plus cybercrime.

In plain terms, the MEXC FinCEN order bans US banks and financial institutions from sending money to or receiving money from MEXC. It takes effect 30 days after publication in the Federal Register. This is not a worldwide shutdown, and it does not seize customer funds. Still, it is the harshest action a US regulator has taken against a top-20 exchange in years.

We have covered MEXC for a long time. Our MEXC review already flagged the account-freeze risk and the lack of licensing in major markets. Today’s news turns that warning into something much bigger. Here is what happened, what it means for you, and where to trade instead.

What the MEXC FinCEN Order Actually Does

FinCEN is the Treasury’s anti-money laundering unit. It used section 9714(a) of the Combating Russian Money Laundering Act, a tool built for cutting off Russia-linked illicit finance. The action is part of a wider campaign called Operation Economic Outcast.

Here is the core of the order:

  • US financial institutions may not process any funds transfer to or from MEXC Global.
  • The ban applies to MEXC’s Seychelles entity and its affiliates, subsidiaries and branches.
  • Violations can bring civil or criminal penalties.
  • The order starts 30 days after it lands in the Federal Register.
  • Existing Bank Secrecy Act duties and OFAC sanctions stay in place.

Treasury Secretary Scott Bessent framed it as a binary choice. Either a financial institution supports the Iranian regime, or it keeps access to the US financial system. It cannot have both.

One detail matters for traders. The order does not instruct MEXC to shut down, and it does not touch crypto held on the platform. Instead, it kills MEXC’s banking rails in the US. Fiat on-ramps, dollar settlement and any US partner that moves money for MEXC are now off the table.

The $16 Billion Claim, Broken Down

Treasury’s numbers cover five years of activity. According to FinCEN, MEXC’s policies ban users from Iran and North Korea. Severe AML control failures let those transactions through anyway.

Russia

  • Nearly $1.5 billion linked to Russian sanctions evasion.
  • $232 million in direct dealings with entities sanctioned by the US, EU or UK.
  • Transactions with Garantex and its successor Grinex as recently as June 2026. Garantex has been on the OFAC list since April 2022.
  • At least $26 million benefiting the sanctioned A7 network.
  • Almost $200 million connected to the A7A5 ruble stablecoin.

Iran

  • Around $1 billion in direct transactions with more than 40 Iranian crypto exchangers.
  • About $22 million processed for the Central Bank of Iran and the IRGC Qods Force.

North Korea and cybercrime

FinCEN also cites North Korean sanctions evasion, ransomware payments, scam proceeds and darknet market flows. The release does not name a specific hacking group. However, anyone who followed the Bybit theft knows which North Korean unit launders stolen crypto through exchanges. We traced that playbook in our Lazarus Group hack trail.

For context, $16 billion is a gross transaction figure. It is not a claim that MEXC pocketed that money. Even so, the Garantex detail is damning. Transacting with a sanctioned exchange four years after its designation is not a compliance slip.

Does This Affect You as a MEXC User?

That depends on where you live and what you hold there.

US residents. MEXC officially does not serve the United States, so most Americans should have no account to worry about. If you got in through a VPN, your dollar rails were already thin. After the order takes effect, they disappear completely.

Everyone else. Your MEXC account keeps working for now. Crypto deposits and withdrawals are on-chain and do not pass through US banks. The real risk is second-order. Banking partners, stablecoin issuers and payment processors tend to de-risk once Treasury names a platform. Expect fiat channels to get worse before they get better.

My personal rule for any exchange hit by bad news is simple. If withdrawals are open, move funds to self custody first and ask questions later. I did exactly that during the Bybit hack in February 2025, and I did it again when Binance got hit last week. Waiting to see how an exchange responds is a luxury you take while your coins sit in your own wallet. MEXC has frozen accounts for months in the past, which makes this rule even more relevant here.

One more thing. US sanctions pressure on an exchange rarely ends with a single order. Tornado Cash went from OFAC designation to arrests within a year, and we broke that story down in our crypto mixers explainer. Treat today as the opening move, not the final word.

Where to Trade Instead

If you trade altcoins on MEXC for the deep catalog, you have options. The two I use most for regulated access are OKX and Kraken.

OKX serves the US through a separate, licensed entity, and the global platform holds a full MiCA license in Europe. Fees sit far below Kraken on spot, the Web3 wallet makes airdrop farming easy, and the reward pipeline is the best among the majors. Read our OKX review for the full breakdown.

Kraken is the opposite profile. It is a US-based exchange with a clean security record going back to 2011, and it never lost user funds. Fees are higher, but custody safety is the whole point when a top-20 exchange just got cut off by Treasury. You can sign up to Kraken here and check our Kraken review before you move size.

Not sure which one fits? We put the two head to head in OKX vs Kraken.

For a wider list of licensed platforms, our guide to the best crypto exchanges in the USA ranks every option Americans can legally use. Perp traders should also read whether Hyperliquid is legal in the US before assuming a DEX solves the problem.

Second Blow for Centralized Exchanges in Two Weeks

Zoom out and the picture is rough for CEX users. Binance suffered a major hack on October 29, and we are still updating our Binance hack post mortem as new details land. Mercado Bitcoin, Brazil’s biggest exchange, got hit days later. Now the US has effectively blacklisted MEXC.

Each event is different. A hack is a security failure, while a FinCEN order is a compliance failure. The lesson for traders is the same, though. Counterparty risk on centralized exchanges is real, and it does not announce itself in advance. Keep trading balances lean, keep long-term holdings in self custody, and spread activity across more than one venue.

We will update this post as MEXC responds and as the Federal Register publication date becomes known. At the time of writing, MEXC has not issued a public statement.

Final Words

The MEXC FinCEN order is the most serious regulatory action against a major exchange since the Binance settlement in 2023. Treasury alleges $16 billion in illicit flows, direct dealings with sanctioned Russian and Iranian actors, and AML controls that failed for five straight years. The order itself only blocks US banking rails. In practice, it marks MEXC as radioactive for any partner that touches the US financial system.

If you hold funds there, withdraw to self custody and reassess once the dust settles. If you need a new home for altcoin trading, OKX and Kraken cover both ends of the spectrum. Our exchange reviews hub has every review and comparison we have published to help you pick.

FAQ

What is the MEXC FinCEN order?
It is an order from the US Treasury’s Financial Crimes Enforcement Network that bans US financial institutions from transferring funds to or from MEXC Global. Treasury says MEXC facilitated at least $16 billion in illicit transactions linked to Iran, North Korea and Russia.

Is MEXC banned in the US?
MEXC already did not serve US residents. The order goes further by cutting its access to US banks and payment rails. It takes effect 30 days after publication in the Federal Register.

Can I still withdraw from MEXC?
Yes. The order does not freeze customer funds or order MEXC to close. Crypto withdrawals happen on-chain and are not affected by the US banking ban.

Does the FinCEN order affect MEXC users outside the US?
Not directly. However, banking partners and payment providers often de-risk after a Treasury action, so fiat deposits and withdrawals may become harder over time.

What did MEXC do wrong according to Treasury?
FinCEN says MEXC transacted with sanctioned Russian exchanges Garantex and Grinex, moved funds for the Central Bank of Iran and the IRGC Qods Force, and processed North Korean, ransomware and darknet-linked flows.

Where should I trade instead of MEXC?
OKX offers low fees, a US-licensed entity and strong rewards. Kraken offers US licensing and the longest clean security record in crypto. Both are covered in our exchange reviews.
