South Korea Blocks 27 Crypto Exchanges, Including KuCoin

South Korea has ordered web blocks on 27 unregistered offshore crypto exchanges. The Financial Intelligence Unit (FIU) announced the move on October 13, 2026. KuCoin, MEXC, Phemex, XT.com, Bitrue, CoinW, Poloniex, BTCC, BingX and Bitmart are among the names affected. The order extends an earlier app-store ban to the web, so opening a browser no longer works as a workaround.

For Korean traders, that leaves one clear path. Only FIU-registered exchanges operate legally in the country, and just 28 operators hold that status today. This guide covers what was blocked, why regulators moved now, and which alternatives exist if you are based in Korea.

What South Korea Blocked

The FIU is the anti-money laundering arm of the Financial Services Commission. It said the country’s broadcasting and communications review body ordered access restrictions on 27 overseas virtual asset exchange websites. The decision followed two review sessions on October 6 and 7.

Sites running on domestic servers face service termination. Sites hosted abroad get blocked at the network level for Korean users. The FIU also plans to monitor for replacement sites and mirror domains. As a result, any new domain can expect further block requests.

Why the Web Block Follows the App Ban

This is the second step of a two-stage squeeze. At the FIU’s request, Google and Apple had already restricted new installs and updates of these exchanges’ apps. However, users who kept the apps, or simply used a browser, could still trade. The web block now closes that gap.

The FIU says it does not need proof of specific user harm. In its view, operating without registration is illegal in itself under the Specified Financial Transaction Information Act.

Fees are part of the regulator’s argument too. A June industry survey found that unregistered platforms charged average trading fees between 1.5% and 10%. By comparison, Korea’s five largest won exchanges average 0.16%. That makes the offshore fees up to 62 times higher.

Penalties for Unregistered Operators

The consequences go well beyond a blocked URL.

  • Criminal exposure: Unregistered operation carries up to five years in prison or a fine of up to 50 million won.
  • Referrals: The FIU has referred 44 unregistered operators to investigators.
  • Cut-off rails: Registered Korean exchanges may not transfer crypto to those 44 operators. Credit card purchases of crypto from unregistered platforms are already blocked.
  • Ongoing monitoring: Mirror sites and replacement domains will trigger new block requests.

The Timing: KOSPI Slide and Bitcoin Liquidations

The order landed on the same morning Korean equities sold off hard. The KOSPI fell more than 15% over five sessions, which wiped roughly $260 billion off Korean stocks. Fundstrat’s Tom Lee warned that the slide could spill into crypto through brokerage margin liquidations. Koreans are major crypto holders, so the link is easy to see.

Bitcoin showed that pressure. It slipped under $82,000 as $406 million in longs were liquidated. It then recovered toward $84,000. Closing offshore venues during a margin squeeze leaves Korean traders fewer places to hedge. Consequently, many will stick with domestic won exchanges.

The move also fits a regulator in an enforcement mood. Earlier this year, the FIU imposed a six-month partial suspension and a fine of roughly $27.5 million on Bithumb. A Seoul court later halted that suspension. That said, Korea is not purely in crackdown mode. Jeonbuk Bank started accepting bitcoin as loan collateral this week.

The message is simple. Crypto is welcome in Korea, but only through the licensed front door.

What Korean Users Should Do Now

The FIU’s advice is direct. If a platform turns out to be unregistered, withdraw your assets immediately. Anyone who struggles to get funds out can get guidance through the Digital Asset Exchange Alliance (DAXA), the self-regulatory body of Korea’s major exchanges.

Before depositing anywhere, check the platform against the registered list on the FIU website. Also stay wary of ads that promise high returns, guaranteed principal, insider information or “global listings.” Offshore derivatives platforms often use those hooks.

Alternatives for Traders Based in Korea

Here is the honest answer first. The safest alternative is a registered domestic exchange. Global platforms sit in a gray area, and each trader carries that risk personally. Nothing below is legal or financial advice.

Registered Korean Exchanges

Upbit and Bithumb are the two biggest registered names. Both offer direct won pairs and local bank deposits. Coinone, Korbit and Gopax are also DAXA members. Confirm each platform’s status on the FIU list before you deposit.

For most Korean residents, these platforms are the only route for won trading. Moreover, they sit inside the licensed system the FIU is pushing everyone toward.

Global Exchanges Korean Users Ask About

Bybit, OKX and Binance were not among the names highlighted in this round. However, reports from earlier this year say none of the three has completed FIU registration. Google Play also began blocking unregistered global exchange apps in January 2026, including Binance and OKX. In addition, none of them offers won trading pairs, so they only work for crypto-to-crypto swaps.

If you want to compare them anyway, read our full Bybit review and OKX review. You can also look at Binance for its liquidity and coin selection. Treat all three as a personal-risk decision, because registration status can change at any time.

Flagged Platforms: Bitunix and Blofin

Bitunix and Blofin also attract Korean-language traders. Both carry more regulatory baggage than the three above, though.

The FIU has previously named Bitunix among the platforms under investigation for serving Korean users without registration. Bitunix says a review by Upbit lifted certain restrictions earlier this year. Still, that is not an FIU registration. Blofin appeared on the earlier app-store restriction list. As a result, treat both as the highest-risk options in this guide. Neither offers won pairs, and either could land in a future block order.

Self-Custody Option

Hyperliquid works with a wallet and no account. Still, self-custody does not exempt anyone from local law. Check Korean rules before you use it.

Platforms to Avoid in Korea

Skip every exchange named in the FIU order, including KuCoin and MEXC. Using these platforms means trading on sites that regulators actively block.

Keep This Content Free

Tracking regulatory shifts like this one takes daily research, and we keep every article free. If you trade on a global exchange outside Korea, you can support us by using our referral links on Bybit and OKX.

Final Words

South Korea is closing every door to unregistered offshore exchanges. First came the app stores, and now the web is blocked too. Penalties, payment cut-offs and investigator referrals add further pressure. Therefore, Korean traders have a simple checklist. Withdraw from unregistered platforms, verify registration on the FIU list, and lean on licensed domestic exchanges for won trading.

Expect more blocks as mirror domains appear. In short, the gap between licensed and unlicensed access in Korea is getting wider.
